PROPOSITION 47 PASSED IN 2014
"The Safe Neighborhoods and Schools Act"
Among other reductions in penalties, the law "requires misdemeanor sentence instead of felony for the following crimes when the amount involved is $950 or less: petty theft, receiving stolen property, and forging/writing bad checks."
It is unclear how reducing shoplifting and theft for amounts less than $950 creates a safe neighborhood.
Obviously, it does not.
But this was how Harris framed the proposed law. It did not create safe neighborhoods. Instead, it kept thieves and drug addicts out on the streets instead of locked up in prison.

Harris framed it as a parole “reform” increasing parole and good behavior opportunities for felons convicted of “nonviolent crimes..."

THE HARRIS REFORM VISION
End money bail.

End mandatory minimums on federal level and incentivize states to do the same.

Reduce sentences. For those who have been sentenced to long prison terms (i.e., 20 years or more), provide for an assessment as to whether it is appropriate and serves the interests of justice for the incarcerated individual to be released or have their sentence shortened after having served 10 years.
End the death penalty.

End solitary confinement.
​
Shorten the length of probation and other forms of community supervision.
​
End the use of private prisons.
(Less than 10 percent of our prison population is held in private facilities.)

Hire mental health professionals to accompany police officers in responding to calls involving individuals in mental crisis.

Automatic expungement of offenses that are not serious or violent after 5 years.
​
Eliminate court fees and fees associated with diversion, treatment, or community supervision.
​
Legalize marijuana at the federal level by removing the substance from the Controlled Substances Act. This applies retroactively to prior and pending convictions.
